Strategy

At AFCAC, our Human Resources Strategy is to help member states to attract, train, qualify, motivate and retain their civil aviation workforce to meet the growing demand for human capital across Africa.
Internally, AFCAC endeavors to train and equip its staff with the necessary skills, qualifications and competence to provide effective support to the Member States in addressing the challenges of the ever-changing civil aviation industry.
Over the years, AFCAC has collaborated with International Partners in Capacity Building activities within the continent. While the aviation industry in Africa is undergoing significant growth, it is experiencing difficulty technical aviation professionals, and the ability of African States to effectively implement ICAO Standards and Recommended Practices (SARPs) and other ICAO programmes is proving a challenge.
Human Resources Development Fund (HRDF)

As a result, there is an urgent need to build capacity in the African civil aviation sector and to enhance the skills of its workforce. Recognizing the importance of this challenge, African Ministers responsible for civil aviation, at their third session held in Malabo, Equatorial Guinea from 7 to 11 April 2014, adopted a Declaration establishing the voluntary Human Resources Development Fund (HRDF) . AFCAC and ICAO are the key Organizations in the administration of the HRDF Programme for the benefit of African member States.
The programme was established to incorporate priority technical areas in which African States require assistance in areas such as:

- Aircraft Accident and Incident Investigation (AIG)
- Airworthiness of Aircraft (AIR)
- Aerodromes and Ground Aids (AGA)
- Air Navigation Services (ANS)
- Aircraft Operations (OPS)
- Personnel Licensing (PEL)
- Aviation Security and Facilitation (SECFAL)
- Environmental protection (ENV)
- Air Transport (AT)
