Report of the High Level Task Force (HTLF) on Restart and Recovery Strategies for COVID-19 for African States
The HLTF formed out of the need to have a strategic and coordinated response to the COVID-19 impacts on African aviation sector, under the leadership of the African Union and coordinated by AFCAC brought together all African aviation stakeholders (ICAO, AFRAA, ACI-Africa, IATA-Africa, CANSO-Africa, Africa CDC, RECs, UNECA and AFI group).
The HTLF adopted the ICAO CART Report and guidance and developed 15 complementary African specific recommendation grouped as Financial, Technical, Sustainability of Air Transport, Communication, Policy Harmonization and cooperation and Quality Data and Capacity Building Recommendations.
In order to address the different evolving phases of the pandemic to the African aviation sector, the HLTF addresses the short, medium and long term restart and recovery of the aviation sector. A strong cohesive, data driven, risk management based approach and a robust monitoring mechanism is proposed by the HLTF in order to Implement the recommendations, the capacity building needs and the roadmap as per Annex 2 and 3 of the report.
A final report entitled HIGH LEVEL TASK FORCE (HLTF) ON RESTART AND RECOVERY STRATEGIES DURING AND AFTER COVID-19 FOR THE AFRICAN AVIATION SECTOR was released and will be presented to the Transport Sub-committee of the STC by AUC.
